document of 186 pages, covering the entire ITU spectrum. The ITU "S"
footnote convention is used within the table (lower left-hand corner of each
allocation block) and the footnotes are defined on pages 92 - 186.
The answer to Bill's specific question can be found on p. 8 with applicable
footnotes on pps .92, 157, 166, and 178.
