The literature that Cushcraft sent to me states the following
for the X7 & X9 Antennas very clearly:

Maximum Gain (dB) 20M 12.5 @ 14 deg 13.0 @ 14 deg
at One Wavelength 15M 13.0 @ 12 deg 13.9 @ 12 deg
(above ground) 10M 12.9 @ 14 deg 14.0 @ 15 deg
As LB stated, it is important to read and understand the conditions
of the specifications. Here, it states "MAXIMUM" gain, which
would mean over perfect flat ground and at the frequency of
maximum gain. It does not mean typical gain at some other
height at the bottom of a valley across the whole band...
