In regards to tower safety compliance, it's helpful to be aware of the
direction the industry is heading in, whether it’s the installation of a
large commercial structure or a ham radio tower.

The nation will be carefully watching as North Carolina begins enforcing its
new communications tower standard this week. 

Unfortunately, it will be missing two of its key safety sections that were
authored to help prevent serious injury or death, according to Assistant
Occupational Safety and Health Deputy Commissioner Kevin Beauregard who has
spearheaded the new legislation. Fall Protection and Non-Ionizing Radiation
will not be included in inspection activity and NCDOL outreach programs
starting this week.

The fall protection section has been put on hold while there is a house bill
in the general assembly to review some concerns that tower erectors have
with the number of employees on site that have to be trained in First
Aid/CPR and High Angle Rescue, among other areas. Two-man crew requirements
are a major concern.

Many states with their own OSHA program are carefully viewing the industry's
first communications tower state standard. They can easily adopt the North
Carolina standard.
