It's possible, as you say, but historically haven't some of the Motorola 
engineers been hams?  I always thought this was the reason that so many ways 
to move Motorola gear to the ham bands were released so quickly.

In a perfect world, it'd be nice to get a boost from something like that, with  
hams inside Motorola designing straight-out ham gear.  I'd like to see what 
they could come up with.
