Yes, you are correct that the 998 wasn't designed to be remote operated but 
I just skimmed the operating manual and I don't see any reason why you 
couldn't put the tuner at the base of the antenna **provided** you could 
keep the weather out.

I'm not sure if I'd do it living in WI but if I lived in a more temperate 
climate...maybe.
