I believe that it is normally done with a come-along but when we did my
tower, we lifted the mast up with a gin pole, pulled up by my farm tractor
and we were able to raise and lower the mast using the tractor/gin pole
arrangement. We had a snatch block at the bottom of the tower. In your case
a come-along attached to the tower by means of a pipe clamp would seem to be
the way to go. Another pipe clamp on the mast just above the top thrust
bearing should stop the mast from dropping back when you change the clamping
position of the come-along
