Which power company does that? Mine doesn't.  These types of tools may be on
a case by case basis depending on the power company.  -Mike

Actually, the power company uses a special UV camera that is solar blind 
so they can do it in the daytime.

An amazingly large amount of RF noise can be created by just a few 
watts, so it probably won't show up in a Thermal image, especially if 
you're looking up from the ground.

I don't know that mentioning ARES or emergency makes a lot of 
difference.  From the FCC standpoint, either they are meeting the 
requirement for emissions and not interfering, or they aren't.  The 
particular kind of operations being impaired (particularly for amateur 
bands) doesn't really enter into it.
