Likely you actually broke the tab long, long ago.  It was only hanging by a 
thread, and that gave the separated parts time to rust.  This recent lowering 
was what finally did it in.  Definitely call UST tomorrow and see what you can 
do; Any company worth their salt should stand behind that since it is clearly 
poor welding.

tab welded to a box (square tube) member.   I think they/it could be cut off, a 
new bracket made, and welded in place.  The one might just need straightening.  
You could probably have a welder look at it and give a price quote.  They can 
come out to the site, or if you can take the pieces in, it would be 
considerably cheaper.
