So they separate VO1 and VO2 for multiplier purposes. I think this was the
place that Glenn, W6OTC was trying to get to, but didn't state as clearly as he
could have. I would be in favor keeping consistent with the ARRL on this
matter. Makes it easier for the logging programs to maintain multiplier files.
