Problem solved.
The IOGEAR USB to Serial adaptor will not key FSK but the one and only serial
port on the new PC does. Took about 8 hours of trial and error, and a
conversation with W4ZE (thanks Ted) to figure out what the problem was.
The adaptor will however perform the rig control function just fine.
Thanks folks for your help. And thanks Don, AA5AU for the fine web site that
also helped solve this problem.
