That is not correct.
"Use of a standard phonetic alphabet as an aid for correct station
identification is encouraged;" - FCC Regulations, Section 97.119(b)(2)
No mention at all of which "standard phonetic alphabet." "A [not 'the']
standard phonetic alphabet" implies that there is more than one to chose from,
