This is puzzling.  If a filter C shorts one time on the high tap, 
typically, it would be permanently dead shorted/kaput.  To eliminate the 
filter C, I would disconnect the ungrounded end of it from the amplifier 
and high-pot it.  
 More C is not always better.  .
