I was a good friend of the late Jerry Freeman N4JJ, Jerry trained the
Engineers in Charge, and was a zealot for compliance with the rules.
While any inspector can measure where he wants, at the amp, at the end of
the coax, IN FACT if you're accused of excessive power: if you're using a
Hy Gain Balun or normal RG-8 or 213, or a flimsy tri-bander they're not
likely to even knock on your door. Those things are like a small fuse
and don't tolerate "high power". They might drive by when they were in
your area for some important matter and take a quick look from the
street.
