It was Wes Stewart, N7WS. He made comparative measurements between
samples of Rich's suppressors and some normal-design ones provided by
W8JI.

AFAIK the raw measurements are still on Rich's web pages, but it is a
matter of record that N7WS objected strongly to Rich's interpretation of
them. 

For some months Wes had a refutation on his own web pages, along with
the original measurements, but last time I looked all those pages had
gone.
