Hi Mike  - I made a new meter scale for a 432 MHz amplifier I built a
couple of years back.  I carefully dismantled the meter and removed the
scale.
I had the scale photographed by a firm who do pcb artworks. 
 They made a 2:1 blow-up of the original in negative.  I then placed a
layer of mylar semi-opaque drafting film over it and traced the original
arc and divisions.  When I was satisfied with the results I drew in the arc
and divisions with a draughting pen and ruler and added the new scale
numbering using letraset.  The 2:1 film was photographed and reduced to 1:1
and I had it printed on "polish paper".  (This is a white photographic
paper which does not discolour like normal film positive does).  The result
looks very professional, I even added my callsign to the bottom of the
scale.  Finally I trimmed the paper to fit the original aluminium  scale
and stuck it onto the reverse of the scale.
