Peter can probably correct me -- the last time I was involved with the ITU
and ham spectrum was at WARC-79 -- but the ARRL founded and was for many
years most of the money and expertise behind the IARU, which assuredly IS
deserving of credit for continuously defending ham interests at the ITU.
The IARU region organizations have become much more influential since 1979,
but without the ARRL the entire effort would be very much weaker.
