The legal power limit for MARS operators who handle phone patch traffic
is 5kW on SSB -- as measured on a stock (molasses in January) Bird 43.
In terms of PEP, this is roughly 18k. . Perhaps the operator in question
was constructing a legal amplifier for Amateur Radio operation and MARS
operation?.
