The thread was about PEP, which is what we are trying to 
measure. Two unmodulated tones of 2 dBm combined produce 8 
dBm PEP.

That isn't the "heating power" or average power, it is the peak 
envelope power. Textbooks should explain the difference, I'm not 
sure if the Handbook does or not. Probably not.
