Sounds like there's gas in the tube and it's arcing. As Rich advises, you
can use a hi-pot tester to confirm this. You might be able to see the arcs
momentarity before the fuses blow, but this is not a good experiment to do
with your amp. Those arcs draw very large amounts of current and can damage
amp components if they're not protected. I don't know the design of the
SB-1000, but if it doesn't have a glitch resistor in the HV line and diodes
across the meters, you'd better check for other damage (plate choke, meters,
HV board.) Good luck.
