[AMPS] Power Limit

In the late 1960's, I was stationed in Asmara, Ethiopia (now Eritrea).  The
power limitations read as follows:  "Power output shall be limited to 100
watts during periods of no modulation."  We figured that was open to a lot
of interpretation, on SSB you could run a megawatt so long as your carrier
was properly suppressed and you had no fan noise in the background.
