When a latching relay fires, it stays in the new position (whether that be
open or closed) even when the power or signal to it is removed. It
"latches" in its new position( a circuit breaker sort of operates like a
latching relay). To restore the contact positions to the original, a second
pulse or source of power must be applied to a different set of terminals on
the relay. This is different than a "normal" relay that say is open with
no power, closed when it receives power, and then re-opens when power is
removed.
A latching relay could be used as a safety or protection device where you'd
want it to open or close a circuit in the event of a fault, and you'd want
it stay that way (even though the fault had cleared) until you manually
reset it by applying power to the second set of terminals that restores the
contact position. One example might be on the power supply to an amp : if
you had a power failure and didn't want the amp to automatically come back
on when power was restored.
