For Class C, it doesn't matter. Run enough bias to keep the tubes within
dissipation (this helps minimise voltage excursions on the HV, which can give
overshoot and key clicks) and use a series grid resistor to get the working bias
right.

Running true Class C with cut off can lead to a very clicky signal, depending on
the envelope of the drive signal. Most modern transceivers are pretty clicky
anyway, to allow for the QRQ types. A nice touch would be to use DSP to vary the
envelope shape with the keyer speed......

For operation as a linear, grid bias mustn't move, and a shunt regulator is
required.
