Not quite. When an old timer (W6SDM) told me about the unresonant choke
problem, he explained that the transient regulation problem can't be seen
on a garden-variety voltmeter because the needle inertia is too high.
Sure enough, I saw no problem on the voltmeter. The voltage regulation
looked good. However, with an oscilloscope, when I connected the load,
the output V briefly spiked downward around 50%. When I disconnected the
load, the output spiked upward about 50%. I was impressed.
