[Amps] input impedance

In the process of working on a gla1000(plain model), and building the input
pi-nets , I thought I had it right, with input swr's under 1.5!!!!  However,
one band wouldn't cooperate and had no output(20 mtrs) when I broke out the
mj259 and tried to find the resonant freqs of the ckts some were way off..
 the main point I want to get to is this!!
 onthe the bands that gave me the highest output, I thought I'd load the
ckts with resistance to simulate the amp. Well, I came up with about 20 ohms
for swr down to about 1.2 :1
 can those of you out there who are more familiar with these things  tell me
if that seems logical or reasonable for input impedance for 4 EL509's??? At
this point I need some better
minds than mine !!!!
 any comments or useful info would be appreciated!!!

   P.S. I have used the resistance load setup on other amps where the
"driving impedance" was known, and it seemed to work just fine!!!
