Or there's a grid to filament short,
while hot or cold.  With an elevated B-
rail and grid metering between B- and
ground,  plate current will flow through
the grid meter shunt and can't be
cut-off.  This is the wrong direction
for the grid meter hence the negative
grid meter reading, the big clue!!
