As you said, it's already illegal to use them, so what does the extra rule do?  
Any swingin' CB'er can get a high power amp as it is (ham fests, etc.), so all 
this does is keep them from buying the **KIT** (or information found on the 
'net) to make them work there.  It's a totally useless rule that does nothing 
towards keeping these guys from using them.  It needs to go.
