A variac would certainly do the job, but some careful engineering
would be more cost-effective, would require no manual operation, and
would eliminate the possibility of operator error (forgetting to run
the variac down first).

Also, a variac adds ESR, which not good news for a C-filter supply's voltage regulation. .

Your choice.
