There is another factor which must be considered: The amount of
capacitance at the output of the full wave rectifier.  The
transformer/rectifier will try to charge it to full voltage in the
first half-cycle and that will cause the greatest part of the inrush
current.

So true, Bill.
A step-start device is not just to keep the transformer from going "thunk" when powered up.
It also protects the diodes and any other current sensitive components in the circuit. Observing the H.V. meter upon power-up will tell us when the correct delay has been applied for any given set of P.S. components.
