It is oil filled. I would also doubt that the breakdown voltage between
outer foil and case and the inner foil an case is anywhere as low as the
foil to foil breakdown voltage.  Althought the unit is over 30 years

I would doubt very much if a 2kV capacitor is a polarised type. The highest
voltage electrolytic I've ever seen was a 8 microfard 800 volt unit. The
difficulty lies in getting an adequately thick, even oxide film. The
capacitor you describe is almost certainly (like I'll bet you a beer on
it!) a paper-oil capacitor, and as such is non polarised. The comment about
the outer foil has some merit, though, and it may be possible to determine
which is the outer foil by measuring the capacity from each terminal to
case - the higher one will be the outer foil, and should be at the lowest
potential above the case. You can, of course, isolate the case from ground.
