Which is where a network analyser (another machine that can lie like a 
personnel manager!) comes in. Actually, you don't have to have a vector network 
analyser - a scalar one (posh name for what we always use to call a sweeper) 
will do. Or a spectrum analyser and tracking generator.
At a pinch, a signal generator and a sensitive voltmeter of some sort.
