It's been a long time since I was a member of MARS (AAF5TVM in '67) but it
seems like one solution might be to go through whatever the current requisition
channels are appropriate to see towards obtaining an AM-3979 (component of
AN/FRC-93).
In civilian use this was also known as the Collins 30L-1. It would seem to
offer a solution to your 1KW output requirement as well as something that is
rugged enough for transport in field requirements.
