There is a filter that grounds the input at the 27-30 mhz freq.  The  filter 
needs to be by-passed.  This filter is sometimes NOT shown on the  schematic.  
It is a small PC board about 1" square with a toroid coil and a  couple caps 
on it.  Bypass that or remove it and you'll be good to go on 10  meters, also 
be sure the bandswitch mod has been done.  You sometimes need  to advance the 
stop on the bandswitch and tap the coil for 10 meters as  well.  Good Luck
