[Amps] 3-500Z Question

How do I know when a 3-500Z is bad?  I'm getting low output with max
grid input.

 

I have noticed a rebuilder for 3-500Z tubes and I wonder what they do to
rebuild them?

 

Is the re-building as good as a new one?
