I can't speak to the al-1200 or al-1500, but the step start on all my
amps lasts less than a second, I can't say how much less, but less
than the meter could ever show for sure.  If I were to guess, I would
say somewhere around a quarter second.

As far as how to know if it works or not, I hope someone more clever
than me has an answer for that now, because you really have me
wondering and I might have to pull apart some equipment to make sure I
don't unknowingly have the same problem.
