Carl,
It might be off the wall, but would a current limiting fuse be helpful? They 
have to clear within on half cycle to bolted short to be classed as current 
limiting and Bussman has a great variety of voltages and sizes. they used to 
have free design manuals and cataloges at the suppliers.
