I'd say not. Neutralization can be done with very high Q and high
impedance in both anode and grid circuits and involves deliberately
feeding out-of-phase energy from anode back to grid.
My statement was about reducing the VHF Q and impedance in the grid
circuit to a very low value, so that the unintentional in-phase
feedback which is always present would not be sufficient to cause
oscillation.
Two very different things.
