Several years ago, I worked on a FM transmitter that used a very large diameter blower with a cast-aluminum housing with a small inlet and outlet, and it was very quiet. Maybe the sound-dampening of the thick aluminum and the slower rotational speed, but it could have been put in a remote box and the air fed to the amp with a flex hose and all you would hear would be the air.
