Although it is made by GE, I believe the CL-90 is not a surge
suppressor, but an inrush current limiter. It's probably an MOV of some
sort, but not the type normally used for surge suppression.
IMO it is one in the same and it is actually a thermistor, these go back to
early TV sets and beyond and if not run in its low resistance window they
can exceed "hot".
Not to be used in something with a widely varying current.
