I dont know the gettering process of Russian tubes, or the official "burning in" procedure of long stored tubes, but if it is the same as indirectly heated US ceramic/metal tubes then running just the filaments for 24 hours would be the way to go.

Is there a process to burn in a new GU84 tube?
Thanks..
