Yes that's correct; the GU84B tube has heater activated getters so running
the filament/heater for 24 hours should be fine to burn-in and stabilize the
vacuum quality prior to RF amplifier service. You also need to operate the
air blower on low speed to keep the ceramic-metal seals within their temp
specs.

I dont know the gettering process of Russian tubes, or the official "burning
in" procedure of long stored tubes, but if it is the same as indirectly
heated US ceramic/metal tubes then running just the filaments for 24 hours
would be the way to go.
