With the buck settings in the manual it should be 1700V or less at well
above 120V. Id check your wiring.
The first thing to go at 1800V in standby will be the 4 450V filter caps.

My line voltage is around 120v or so and the plate voltage in my amp is
right at 1800 - right at the red mark.
