Nobody fixes computer components in the field anymore (not for at least 30
years!) and power supplies are more-or-less commodity items. HP would probably
stock these items in regional depots for field spares and defective units would
be sent to a "black box" for refurbishment.
Computer companies are keen to protect their VAR and reseller channels from
unauthorized competition. So that and the break-fix model make the legitimate
need for a schematic nonexistent. HP has no incentive to support off-label use
of components in the gray market where they receive no compensation.

I'm starting to think that must be intentional. They simply don't want
people fixing their own or copying the design.
What else could it be?
