That was my first reaction: the 4 laws of thermodynamics, Ohms law, etc. Then
I remembered that at least since I was in college (early 1970s), the second
semester junior year EE course on AC has been called "AC Circuit Theory" which
is not the least bit theoretical in the sense that the physics are not proven
or fully understood.
Then you have Newton's *laws* of motion that don't work at high velocities
(relative to the speed of light) when the effects from the *theory* of
relativity kick in.
