Hertz discovered the photoelectric effect during one of his experiments with
radio waves.
His detector was a 1 wavelength loop with an adjustable calibrated micrometer
spark gap to
determine the voltage, ie field strength. Obviously this must be done in the
dark to see the arc.
He was doing and experiment and the maximum gap required to produce the arc was
larger than
expected. He duplicated a previous experiment and got the same odd results. He
discovered that
light was leaking thru an window and after some further experiments using a
prism realized it was the
UV light causing the problem. All of this was in his lab notes. Einstein
explained it but did not discover it.

Actually Max Planck was the father of Quantum Mechanics (quantum
physics).
He determined that photons, he did not name them then, carried the energy
from one atom to another.
This knowledge led to a better understanding of atomic, nuclear, and
condensed matter ( solid state) physics.
Now, about Heisenberg, He didn't even refer to uncertainty principle in his
initial paper. In fact he had to go do his math over again so that it was
consistent with quantum mechanics. What is more interesting is that most
text books today have HUP wrong!
Here is one for you, who discovered the photo electric effect? The answer
may surprise you.
