If you Google 12-40 panel nuts you can find them too..if this is indeed the
correct size.

Hi Jim,
   Those are brass 12-40 panel (thin) nuts.

   I searched for those in vain about a decade ago.

   If you have access to a lathe, you might consider making some starting
with 3/8" brass hex stock and a 12-40 tap (rare, but not impossible to
find).
