The rule is only for commercially manufactured amplifiers that are offered for
sale in the United States and possessions. Home brew amplifiers, modified
amplifiers, etc., are exempt from the regulation. You do need to make sure
that the amplifier meets the standards in 47 CFR Part 97 Section 97.307.
However, all equipment needs to meet 97.307 no matter what the origin.

Subtract 15dB from the gain of your amp, then buy the attenuator to
match. However I don't think the rule applies to homebrew amps.**
