My understanding is that these are Serbs, operating under their own
authority, in captured sections of Bosnia. Since they are not licensed by
the Bosnians, it certainly doesn't count for Bosnia. It's unclear whether
they count for anything at all. That's the reason they are not in the CTY
file.
CT will give you the QSO points, but no multiplier credit. I don't know
what the ARRL policy is on these stations. CQWW gives *no* QSO credit for
them.

Certainly in the UK the band plans are voluntary, and I'm not aware of
any European country where the form a part of the licence conditions
as they do in the US.
