The easiest way is not to edit anything, but rather while you are in CT (even 
during the contest)
Just type in the callsign field:
9A3A/4U = HH 
and press Enter.

Now this callsign will be associated with Haiti, not Syria.

This will add the callsign to Haiti's list in CTY.DAT for you.
