This reminds me of a lesson I learned a long time ago. When you complain to
someone about what they are doing (or not doing) always send a copy of your
complaint to someone else who might care and ask questions. In the case your
congressman, senator, state emergemcy coordinator. Pick someone that they
don't want negative attention from.

Warren G Richards -- A U.S. State Dept employee -- is the Chairman of the
FCC's "Informal Working Group - NGSO (non-geostationary orbit)
Mobile-Satellite Service below 1 GHz," known as "IWG-2A."  The
mobile-satellite service below 1 GHz is commonly referred to as "Little
LEO."   Little LEOs have had little success in obtaining needed spectrum
through negotiation with other U.S. spectrum users nor at WRC 95.
Now, in WRC 97 preparations, their industry group claims to need even more
spectrum below 1 GHz than originally thought.  

Only one Little LEO system is currently in operation, operated by Orbital
Communicaton Corp (80% owned by GE American Communications) .  Its uplink
band is 148-149.5 MHz and its downlink band is aprox 138-140 MHz.  VITA
and StarSys Global Positioning currently have FCC licenses.  Several other
companys are expected to seek licenses should spectrum be made
available including:

 - GE American Communications
 - CTA Inc   (Rockville MD)
 - Final Analysis Inc  (Greenbelt MD)
 - LEO One USA
 - E-Sat

IWG-2A reports to IWG-2 (also Chaired by Warren G Richards) which
in turn reports to the FCC's WRC 97 Advisory Committee.  The WRC 97
Advisory Committee Chairman was Gary Epstein, but he was scheduled to
depart in May.  Its deputy Chairman is Lon Levin.

The WRC 97 Committee reports to Cecily C. Holiday, the Deputy Chief of the
Satellite and Radiocommunication Division, FCC International Bureau,
