[CQ-Contest] SS Exchange - Sending the other guys call.

As I said, anticipating this response in my previous post:

station answering the CQing station has to do this . . .'

It's time to hear from the Contest Sponsor.  Anybody 
up there lurking?  I'm confused!  Clarification, please.
